Staircases, railings, and the code numbers that govern them

A staircase is the one thing in a house that every person touches every day, and the one most often left alone during a renovation because nobody explains what is involved. This covers what it costs, what the BC Building Code actually requires, and why the stairs in most older North Shore homes would not pass an inspection today.

The short answer

A staircase rebuild on the North Shore in 2026 costs $12,000 to $25,000 for new treads, risers, and a conventional railing, $18,000 to $35,000 for oak treads with iron balusters, and $35,000 to $70,000 for a floating stair with a glass guard and integrated lighting, which involves structural work and engineering. Under BC Building Code Section 9.8, private stairs serving a single dwelling need a rise of 125 to 200mm, a run of 255 to 355mm, at least 1,950mm of headroom, a width of at least 860mm, handrails 865 to 1,070mm high, and guards at least 900mm high with no opening that passes a 100mm sphere.

What a staircase renovation costs

Stairs price differently from almost anything else in a house, because the labour is joinery rather than construction and a large share of it happens on site, one piece at a time, fitted to an opening that is never quite square.

These are our own 2026 ranges for North Shore projects. They cover the work itself: removal, structural correction where needed, treads, risers, stringers where they are replaced, the railing assembly, and finishing.

Why a stair costs more than the materials suggest

A flight of fourteen treads is fourteen individually scribed pieces, plus risers, plus a railing assembly whose every baluster is cut to a different length because the rail runs on an angle. Very little of it is repeatable. That is why a staircase costing $20,000 can contain under $5,000 of material, and why a quote that looks like a materials list plus a day rate is usually a quote from someone who has not built many.

The BC Building Code numbers, in plain language

Stairs are one of the most prescriptively regulated parts of a house, for the obvious reason. Section 9.8 of the BC Building Code governs stairs, ramps, landings, handrails, and guards, and it treats stairs serving a single dwelling unit as "private stairs", which get more latitude than public ones.

The table below is the private-stair set, which is what applies inside a North Shore house. These figures are from Section 9.8 of the BC Building Code, and the core dimensions are unchanged between the 2018 and 2024 editions.

Why the stairs in your older home would not pass today

Almost every pre-1980 North Shore house we open up has at least one stair that would not be approved if it were built new. That is not necessarily a problem you must fix. Existing work is generally allowed to remain as built until you alter it. It becomes a problem the moment you renovate the stair, and it is often the reason a simple-sounding job turns out not to be simple.

The most common failure is the rise. Older houses were routinely built with risers at 205 to 220mm, above the 200mm private-stair maximum, because it fits more height into less floor space. That single decision is why the stairs in a 1960s split-level feel steep. Correcting it means adding steps, which means the stair gets longer at the bottom and eats into the room it lands in.

The second is headroom. A stair with a bulkhead, a beam, or a duct crossing above it frequently drops below the 1,950mm minimum. People duck without thinking about it for thirty years and then discover it when they try to permit a suite.

The third is the guard. Guards built before the current openings rule commonly have balusters spaced wide enough to pass a 100mm sphere, and older guards are often under 900mm high. Both are straightforward to correct and both are the items an inspector checks first, because they are the ones that injure children.

The uniformity rule matters more than it sounds

The code allows only 5mm variation between adjacent risers and 10mm across a whole flight. That is because people climb stairs without looking, and the body calibrates to the first two steps. A single riser 20mm out of line is the classic cause of a fall on a staircase somebody has used for years. It is also the most common defect we find where a previous owner added flooring on a landing without adjusting the top step.

Refinish, reface, or rebuild

Three genuinely different projects get called a staircase renovation, and the right one depends on the structure underneath rather than on the look you want.

Refinishing keeps everything and changes the surface: sanding and refinishing solid treads, painting risers and stringers, and either refinishing or replacing the railing. At $3,500 to $8,000 it is the cheapest option and it only works where the treads are solid hardwood with enough thickness left to sand, and where the geometry is already compliant.

Refacing keeps the structure and covers it: new hardwood tread caps and riser faces installed over the existing stringers and framing. At $8,000 to $16,000 it is the right answer for a carpeted builder-grade stair with sound framing, which describes a great many North Shore homes from the 1980s and 1990s. It cannot fix rise, run, or headroom, because it does not change the structure. In fact it slightly reduces headroom and can shift the top riser out of tolerance, which is a detail an inexperienced installer misses.

Rebuilding replaces the stringers and everything on them, and it is the only route that corrects geometry. It is required whenever the rise or run is out of compliance, whenever the stair is being moved or reconfigured, and whenever a new opening is being cut. At $12,000 to $35,000 depending on materials and railing, it costs more and it is the only option that produces a stair that is actually right.

Treads, risers, and what holds up

White oak is the default on the North Shore and it deserves to be. It is hard enough for a high-traffic stair, it takes both clear and stained finishes predictably, and it matches the wide-plank oak flooring that is in most of the homes we renovate. Red oak is cheaper and reads slightly pinker under a clear finish, which matters if the adjacent floor is white oak.

Maple is harder still and finishes very pale, which some clients want and which shows every dent as a lighter mark. Walnut is beautiful and soft enough that a stair is a demanding place for it. Engineered tread caps, which are a hardwood veneer on a stable core, are a legitimate option for refacing and a poor one for a full rebuild.

The finish matters more than the species for how a stair wears. A site-applied oil finish is easy to repair in place, which on a stair is a real advantage, but it needs re-oiling. A hardwax oil is a good middle ground. A factory-cured UV finish is the toughest and the hardest to touch up. Whatever the finish, the nosing takes all the wear, so that is the detail to ask about.

One practical warning specific to stairs: do not carpet over a stair you have just had built in hardwood in order to quiet it. A properly built stair does not squeak. Squeaking is movement, and movement means the treads were not glued and fastened correctly to the stringers, which is a construction defect rather than a characteristic of wood.

Railings and guards: wood, iron, cable, or glass

The railing is usually where the design decision is made and where a surprising share of the budget goes, because it is the most labour-intensive part of a stair.

Wood balusters with a wood handrail are the traditional answer and the cheapest. Iron balusters with a wood handrail have been the most requested option on the North Shore for a decade: slimmer, more light through the stair, and a straightforward retrofit into existing wood treads because the balusters drop into drilled holes. This is the $18,000 to $35,000 tier with oak treads.

Cable railing looks minimal and carries a complication people rarely hear about at the showroom. Horizontal cables can be climbed by a child, and the code requires guards to be designed so as not to facilitate climbing. Cables also need substantial tension, which means the posts and the structure behind them have to be engineered to resist it. Both are solvable, and both mean cable is not the cheap minimal option it appears to be.

Glass is the premium answer. Frameless systems in Vancouver run roughly $300 to $400 per linear foot and semi-frameless $250 to $350, and on a stair rather than a straight deck run the price goes up because every panel is cut to the rake angle. Glass also shows every fingerprint, which is worth knowing before choosing it for a family staircase. The code compliance is straightforward as long as the panel height and the structural attachment are right.

Floating and open-riser stairs, honestly

The floating stair is the single most requested feature in the modern North Shore homes we renovate, and it is worth understanding what it actually is before pricing one.

A floating stair has no visible support under the treads. The load is carried either by a concealed steel stringer, usually a single spine down the centre or a pair at the edges, or by treads cantilevered from a structural wall. Both are engineered assemblies. A cantilevered tread transfers a substantial moment into the wall behind it, which means that wall needs to be designed for it, and that is not something you discover after the drywall is up.

So the honest cost picture is that the stair is a fabricated steel and joinery product plus engineering plus structural work in the surrounding house, which is why the range is $35,000 to $70,000 rather than a premium on a conventional stair. Lead time on the fabricated steel is typically 8 to 14 weeks, so it is ordered early.

Open risers are the part people misjudge on safety. There is no opening size limit written for the space between treads in the same way there is for a guard, but the guard rule still applies to the sides, and a stair that a small child can fall through sideways is a stair that fails. If there are young children in the house, an open-riser stair is a decision to make deliberately rather than aesthetically.

Integrated LED lighting under the tread nosings is worth doing at build time and expensive to retrofit, because the wiring runs through the stringer. If there is any chance you want it, run the wiring even if you do not install the fixtures.

The question to ask a stair fabricator first

Ask who is sealing the drawings. A floating stair is an engineered element, and in a permitted renovation the municipality will want engineering for it. A supplier who says it does not need engineering is a supplier whose product may not be approvable, and finding that out at inspection is an expensive way to learn it.

Winders, tapered treads, and tight spaces

Winders are the pie-shaped treads that let a stair turn a corner without a landing. They are common in older North Shore homes because they save floor space, and they are the detail most often built wrong.

The code is specific. Individual winder treads must turn through either exactly 30 degrees with no deviation, or exactly 45 degrees with no deviation. Each set of winders may turn through no more than 90 degrees in total, and only one set of winders is permitted between floor levels. All tapered treads within a flight have to turn in the same direction.

The run on a winder is measured at a point 200mm from the narrow end of the tread, and it has to meet the same minimum run as a private stair. That measurement point is the thing that catches people: a winder that looks generous at the wide end can fail at the point where the code actually measures it.

Where a flight within a dwelling has tapered treads and is not a winder stair, a handrail must be installed along the narrow end of the treads, which is the end where a person is most likely to slip.

In practice, if you have a tight stairwell and want to improve it, the honest options are usually a properly built winder set, a landing with a turn, or reclaiming space from the room alongside. Squeezing a straight flight into a space that cannot take one produces the steep, shallow stair that the geometry rules exist to prevent.

Stairs in basements, suites, and attic conversions

The stair is frequently the thing that decides whether a basement or attic project is viable at all, and it is the item most often left out of an early budget.

In an attic conversion, a new code-compliant staircase runs $12,000 to $28,000 including the structural opening, framing, finishing, railings, and the drywall and trim repair on the floor below. It also consumes floor area on both levels, and on the lower floor that area comes out of a room that was doing something else. On a small attic, the stair can take a meaningful share of the space the project was meant to create.

In a secondary suite, the stair carries requirements beyond geometry. Where a stair is part of the separation between the suite and the main house, the fire separation has to be maintained through the stairwell, which affects the enclosure rather than the stair itself. A suite with its own entrance frequently needs its own stair, and where that stair is exterior it becomes a guard, drainage, and weather-exposure question as well.

One point worth flagging early: an interior stair serving a single dwelling needs a minimum width of 860mm, and a stair squeezed into a basement partition wall assembly often measures less once the finished surfaces are on. Measure to the finished face, not the framing.

Stairs and staying in the house

Stairs are the single most common site of serious falls in a home, and they are also the reason people leave houses they would rather keep. A staircase renovation is the one realistic opportunity to change that, and most of what helps costs very little at the time.

A continuous handrail that runs the full flight, from bottom riser to top riser, matters more than any other single factor, and the code requires it on required handrails. A handrail on both sides is not required within a dwelling for a stair under 1,100mm wide, and it is worth doing anyway. A profile you can actually wrap a hand around, rather than a wide flat rail you can only rest a palm on, is what functions in a stumble.

Beyond the rail: consistent geometry, because uniform risers are what let a body climb without looking. A nosing that is visible against the tread, which for people with reduced contrast sensitivity is the difference between seeing a step and not. Light at both the top and bottom, on a switch at both ends. And avoiding open risers, which are harder to judge and catch toes.

None of that reads as medical equipment. It is what a well-built stair looks like anyway.

Permits, engineering, and inspections

Refinishing a stair or replacing a railing like-for-like does not require a permit. The picture changes as soon as structure or geometry does.

You need a building permit to relocate a stair, to change its geometry by adding or removing risers, to cut a new floor opening, or to alter the structure that supports it. Any of that in the District of North Vancouver runs on the standard renovation permit timeline, and in the City somewhat faster. A floating or cantilevered stair needs structural engineering regardless of whether the opening changes, because the assembly itself is engineered.

The inspection items on a stair are predictable and worth building to rather than hoping for: rise and run uniformity, headroom, guard height and the 100mm sphere, handrail height and graspability, and the structural attachment of both guard and handrail. The code sets out load requirements for guards and handrails, and for a handrail attached to wood studs or blocking there is a prescriptive path, with attachment points no more than 1.2m apart, the first within 300mm of each end, and at least two No. 8 wood screws penetrating not less than 32mm into solid wood.

The practical version of that last point: blocking goes in the wall before the drywall. A handrail screwed into drywall anchors is not a handrail, and it is exactly what fails when somebody puts their full weight on it.

How we build a staircase

Stairs are joinery, and the sequence is different from the rest of a renovation. The most important part happens before anything is ordered.

    Measure the existing geometry

    Total rise floor to floor, existing rise and run, headroom at the worst point, and width to the finished face. This tells us immediately whether the stair you have is compliant and whether what you want is possible.

    Resolve the geometry on paper

    The number of risers is calculated from the total rise, then rise and run are set within the code band. This is where a stair is made comfortable or steep, and it is arithmetic rather than preference.

    Structural review and engineering where needed

    New openings, floating or cantilevered stairs, and any change to a supporting wall get an engineer. Cable railings do too, because of the tension the posts carry.

    Relocation, geometry changes, new openings, and structural alterations all do. Refinishing and like-for-like railing replacement do not.

How high should a handrail be?

Between 865mm and 1,070mm, measured vertically from the top of the handrail to a straight line drawn tangent to the tread nosings. It must also be continuously graspable from the bottom riser to the top riser, with at least 50mm clearance between the rail and the wall behind it, or 60mm where that surface is rough.

How high does a stair guard need to be?

At least 900mm for guards within a dwelling unit and for flights of steps, measured from a line drawn through the tread nosings. Guards in other locations need 1,070mm. A guard is required wherever there is a difference in elevation of more than 600mm.

How far apart can balusters be?

Close enough that no opening in the guard will pass a spherical object 100mm in diameter. That is the actual test rather than a fixed spacing, and it applies to the whole guard including any gap at the bottom rail and at the ends. It is the item inspectors check first, because it is the one that injures children.

Do I need a handrail on both sides of my stairs?

Not within a dwelling unit for a straight or curved stair under 1,100mm wide, where one side is sufficient. Two sides are required within a dwelling for ramps 1,100mm or wider. Handrails are not required at all on interior stairs serving a single dwelling with no more than two risers, or exterior stairs with no more than three.

Why do my stairs feel steep?

Almost always because the rise exceeds the current 200mm maximum, often at 205 to 220mm in homes built before 1980, and frequently combined with a run under 255mm. Together those produce a stair where the ball of your foot overhangs the tread and your body pitches forward on the way down. Fixing it requires a rebuild, not a reface, because it means changing the number of steps.

Can I just replace the treads and leave the structure?

Yes, if the framing is sound and the geometry is already compliant, which is what refacing is. It cannot correct rise, run, or headroom, because it does not touch the structure. Refacing also slightly reduces headroom and can push the top riser out of the 5mm adjacent-riser tolerance, which is the detail an inexperienced installer misses.

Do I need a permit to renovate a staircase?

Not for refinishing or a like-for-like railing replacement. How narrow can a staircase be?

Does the City of Vancouver use the same stair rules?

The City of Vancouver has its own Vancouver Building By-law with its own Section 9.8, separate from the provincial code. North Vancouver, West Vancouver, and the rest of the region build to the BC Building Code. The private-stair dimensions are broadly aligned, but if your project is inside the City of Vancouver, confirm against the by-law rather than the provincial code.
