What the federal designation says
Parks Canada's Directory of Federal Heritage Designations lists the Gastown Historic District as a national historic site, designated on April 20, 2009 under the Historic Sites and Monuments Act. It describes "three- to six-storey stone and brick warehouses, commercial stores, hotels and taverns" and says that "masonry construction is seen throughout the site".
The same entry records that the provincial government designated Gastown as a heritage area in 1971, and that only six buildings have been constructed in the district since 1914. It describes the area today as commercial and office space "with some live/work lofts interspersed".
The entry explains why the district matters. The rules we plan a Gastown renovation around are the City's designation, described next, and the strata's bylaws.
The City designation and what it restricts
The business improvement area is the one boundary named Gastown in the City's open data, drawn for an association of property owners and business tenants. The City's heritage sites data places 116 heritage buildings inside it, and marks 115 of them as having a municipal designation. One has a designation that covers its interior.
Section 593 of the Vancouver Charter says what a designation protects. Without a heritage alteration permit, a person must not alter the exterior of a protected building, make a structural change to it, or alter an interior feature or fixture that the designation by-law identifies. The by-law for a building can also name types of alteration that are allowed without that permit.
As we read section 593, a renovation that leaves the exterior, the structure and any named interior feature unchanged falls outside that list. It still needs the strata's written approval and any permit the City requires. Windows fall under both sets of approval: they are part of the exterior under the Charter, and under Standard Bylaw 5 the strata must approve a change to windows on the exterior of a building.
Gastown's strata lots by year built
The City's 2026 property tax report shows 850 strata lots at addresses inside the business improvement area, spread over 18 properties. All 850 carry the zoning district code HA-2, which the City's zoning map classes as a Historical Area.
- Built before 1950: 137 strata lots. The oldest year on a record is 1898.
- Built 1950 to 1989: none.
- Built 1990 to 1999: 395.
- Built 2000 to 2009: 205.
- Built 2010 to 2019: 112.
- No year on the record: 1.
How to read those years
The year is the one BC Assessment assigns from permit records. Parks Canada says only six buildings have been constructed in its district since 1914, while 712 of the 850 strata lots carry a year of 1990 or later. Ask your strata for the building's own history before relying on the year in the tax record.
The HA-2 district is larger than the business improvement area. Counted across the whole district, the tax report shows 1,078 strata lots, and the heritage data shows 154 heritage buildings, 141 of them with a municipal designation.
What an old masonry building changes in the plan
Dust control changes first. WorkSafeBC lists masonry, tiles and brick among materials that contain silica, and BC's regulation counts cutting, grinding or drilling masonry with power tools as a silica process. An employer must have a qualified person complete a risk assessment before workers do that work, and the controls start with dust reduction at the tool and containment of the work area.
The hazardous materials inspection covers more than asbestos. Section 20.112 of the Occupational Health and Safety Regulation names lead and other heavy metals with asbestos as hazardous materials, and requires a qualified person to inspect before renovation begins. We arrange that inspection before the price is fixed.
Walls and floors need a check before any layout is drawn. Under Standard Bylaw 5, a change that involves the structure of a building needs the strata's written approval, and under the Charter a structural change to a designated building needs a heritage alteration permit. We find out what each wall is made of and whether it carries load before we propose removing it.
Permits issued inside the Gastown boundary
Between January 3, 2017 and October 2, 2026 the City issued 269 building permits at locations inside the business improvement area. Of those, 259 were for Addition / Alteration, 4 for demolition or deconstruction, 4 for salvage and abatement, and 2 for a new building. Thirty-three of the alteration permits list Multiple Dwelling as a use.
Counted across the whole HA-2 district, the City issued 342 Addition / Alteration permits in the same period, and 51 of them list Multiple Dwelling.
The count shows how often the City has permitted alteration work here. It sets no rule for your unit, and we confirm with the City what your scope of work needs.
How we approach a Gastown unit
We start with three questions for the strata: whether the building is designated, whether the designation by-law names any interior feature, and what the bylaws say about windows, floors and working hours. We ask for the answers in writing.
We then visit the unit, arrange the hazardous materials inspection and check the walls and floors. The strata request uses the same scope of work as our contract, and we set a start date after written approval and after the City confirms which permits the scope needs.
Deliveries get their own check. Parks Canada notes that power and telephone lines in the district run along the laneways. We walk the route from the lane or the street to your door, measure the elevator and the stairs, and plan the size of each load before we order materials.
