The North Shore has terrain that most of Metro Vancouver doesn't deal with: steep slopes, streams running through residential lots, bedrock close to the surface, and groundwater conditions that change dramatically from one neighbourhood to the next. Those physical realities translate into regulatory requirements that are genuinely more complex here than in Burnaby, Surrey, or even Vancouver proper, and they almost never show up in a contractor's initial quote.

Three municipalities, three different rule sets

One of the things that trips up contractors who don't regularly work on the North Shore is that the City of North Vancouver, the District of North Vancouver, and the District of West Vancouver each operate under different bylaws. The City has its Stream and Drainage System Protection Bylaw. The District has the Soil Removal and Deposition Regulation Bylaw. West Vancouver has its own set of development standards that differ again. A contractor who regularly builds in Lynn Valley might not know the requirements that apply to a Dundarave project, and that gap has real consequences.

This matters because drainage and site work aren't treated as minor administrative items here. They're actively enforced. Municipal inspectors check site grading, sediment control installations, and drainage connections as part of the normal permit inspection sequence. If your contractor hasn't done this work in this specific jurisdiction before, there's a reasonable chance they're underestimating what's involved.

The soil permit threshold is lower than most people think

The District of North Vancouver requires a Soil Permit for any excavation exceeding 18 cubic meters. That sounds like a lot until you picture it: it's roughly a trench 6 metres long, 1 metre wide, and 3 metres deep. A backyard drainage improvement, a footing extension, a partial underpinning job. These can all hit that threshold without the project feeling particularly large.

A Soil Permit application requires documentation before any dirt moves: site plans, drainage intent, erosion and sediment control measures, and sometimes a geotechnical summary depending on the slope and proximity to watercourses. Contractors who skip this either don't know it's required or are hoping no one notices. On the North Shore, someone usually does. Stop-work authority exists specifically for bylaw violations during the excavation phase, and a stopped job on a North Shore lot in winter is not a situation you want to be managing.

The geotechnical report: what it covers and why it matters for drainage

Most homeowners hear "geotechnical report" and think it's about whether the ground can hold up their house. That's part of it, but on the North Shore, the geotech report is just as important for drainage design. A typical report runs $4,000 to $8,000 and involves test pits or boreholes drilled on your lot to determine soil composition, permeability, depth to bedrock, and seasonal groundwater levels. All of that information feeds directly into the drainage engineer's design.

Here's why that matters. If the geotech comes back and says your lot has glacial till two feet below grade (which is common in upper Lonsdale and parts of Edgemont), then infiltration-based stormwater management is off the table. Your drainage engineer now has to design a detention or conveyance system instead, which costs more and takes longer to permit. If the report identifies a high water table, your foundation design changes too. You might need a sump pump system, waterproof membrane detailing, or a raised footing elevation that affects the whole floor plan.

The mistake we see is contractors who skip the geotech or order it too late. If the report comes back after your architectural drawings are already submitted for permit, and it says the drainage approach shown on those drawings won't work, you're looking at a redesign, resubmission, and another round of plan review. That's four to eight weeks of delay and $3,000 to $6,000 in additional engineering fees. Getting the geotech done early, ideally before schematic design, is the single best way to avoid drainage surprises on a North Shore project.

A stormwater management plan is not optional

The City of North Vancouver now requires a formal Stormwater Management Plan submission for all new development and significant renovation work. That includes single-family and duplex projects, not just large commercial or multi-family builds. The City's preferred approach is infiltration: you capture runoff on-site and let it percolate into the ground rather than directing it straight into the storm drain.

Here's the problem. Infiltration doesn't work in a lot of North Shore conditions. Bedrock close to the surface, steep ravine slopes, high seasonal groundwater (all common here) make on-site infiltration either impractical or technically impossible. When the standard approach can't be used, an engineered alternative is required: detention tanks, bioswales, redirected surface discharge. Each of those alternatives has its own cost and its own approval path. Adding an engineered stormwater system to a project mid-stream, after the drawings are already permitted and the site is already open, typically adds $8,000 to $25,000 depending on the scope and the approach required. That's the kind of number that doesn't fit neatly into a contingency budget.

The March 2026 update to the City of North Vancouver's Drawing Requirements guide tightened the specifications further: garage slabs now must demonstrate positive drainage to the lane, and boulevard grading is required to slope at a minimum 2% down toward the road. These are now standard inspection items. If your drawings don't reflect them, expect comments from the building department before your permit issues.

What different stormwater systems actually cost

Since most North Shore lots can't simply rely on infiltration, you'll likely need one of several engineered stormwater solutions. The costs vary considerably, and your contractor should be able to explain which one applies to your lot and why.

  • Underground detention tanks: $12,000 to $22,000 installed. These are the most common solution on North Shore lots where infiltration fails. A concrete or HDPE tank is buried below grade, typically under the driveway or side yard, and holds a calculated volume of stormwater during peak rainfall events. The water is then released slowly into the municipal storm system through a controlled orifice. Tank sizing depends on the impervious area of your lot: a 3,000-square-foot home with a driveway and patio might need a 5,000-litre tank.
  • Bioswales: $8,000 to $15,000 for a residential installation. These are engineered shallow channels planted with native vegetation that filter and slow runoff before it leaves your property. They work well on lots with some side-yard space and moderate slope, but they're not feasible on tight urban lots or steep terrain. The City of North Vancouver gives preferential treatment to bioswale designs during plan review because they align with the municipality's green infrastructure goals.
  • Rain gardens: $5,000 to $10,000. Smaller than bioswales, rain gardens are depressed planting beds designed to capture roof runoff and let it percolate through engineered soil media. They work on lots where the native soil has at least moderate permeability, which rules out a lot of the North Shore, but they're viable in some Lower Lonsdale and Grand Boulevard areas where soil conditions are more forgiving.
  • Permeable paving: $18 to $28 per square foot, compared to $8 to $14 for standard concrete or asphalt. Permeable pavers or porous concrete allow surface runoff to drain through the paving material into a gravel reservoir below. They're sometimes used for driveways and patios as part of a broader stormwater strategy, but they require the right subgrade conditions and ongoing maintenance to stay functional.

The City of North Vancouver's rainwater management fee and credit system

Something most homeowners don't know about: the City of North Vancouver charges a stormwater utility fee on every property based on its impervious surface area. If your project increases impervious coverage (a bigger footprint, more driveway, a new patio), your annual stormwater fee goes up. As of 2026, the fee runs about $150 to $350 per year for a typical single-family lot, calculated based on the square footage of hard surfaces that generate runoff.

The flip side is that the City offers credits for on-site stormwater management. Drainage requirements don't just add cost. They add time. And on the North Shore, where weather windows matter and permit processing isn't fast, timeline impacts can cascade through the whole project.

A stormwater management plan requires a drainage engineer, and good drainage engineers on the North Shore are booked four to six weeks out during busy season (March through October). Drainage and foundation design are connected: your contractor should treat them that way

On the North Shore, you can't design a foundation without thinking about drainage, and you can't design a drainage system without understanding the foundation. The two are locked together, especially on sloped lots.

Perimeter drainage (the weeping tile system around your footings) has to be designed in conjunction with the foundation. The pipe diameter, slope, filter fabric specification, and discharge point all depend on the groundwater conditions identified in the geotech report and the elevation of the footings relative to the water table. A foundation that sits below the seasonal high water table needs a sump system with a backup pump, and the cost difference between a gravity-drained foundation and a pump-dependent one is $6,000 to $12,000.

This is where things go wrong on projects where the architect, structural engineer, drainage engineer, and geotech consultant aren't talking to each other early enough. The architect sets the foundation elevation based on the floor plan they want. The structural engineer designs footings for that elevation. Then the drainage engineer looks at the site and says the water table is six inches above the footing, and now everyone has to go back to the drawing board. Coordinating these disciplines is the general contractor's job, and it's one of the things that separates a contractor who knows the North Shore from one who's figuring it out on your dime.

Perimeter drainage requirements for older homes during renovation

If you're renovating an older home (anything built before the mid-1990s), there's a good chance the existing perimeter drainage system doesn't meet current code. Clay tile drains, corrugated plastic pipe without filter fabric, or systems that discharge to the sanitary sewer instead of the storm system are all common findings in Lonsdale, Grand Boulevard, and Pemberton Heights.

Here's the trigger that catches people: if your renovation involves work that requires a building permit and the scope touches the foundation or involves structural changes, the municipality can require you to bring the perimeter drainage up to current standards as a condition of permit. That means new Big-O pipe, new filter fabric, new gravel bed, new cleanouts, and a proper connection to the storm system. On a typical 1960s rancher in the City, a full perimeter drainage replacement runs $15,000 to $30,000 depending on access conditions and how much landscaping has to come out.

The worst version of this is when it's discovered during construction. The contractor opens up one side of the foundation for underpinning or a new addition, finds a collapsed clay drain, and now the scope has expanded to include the entire perimeter. If the original quote didn't include any allowance for perimeter drainage (and most renovation quotes from out-of-area contractors don't), that's a change order that can stall the project while the homeowner figures out financing.

Sediment fencing, rock check dams at drainage points, wheel wash stations on larger jobs, silt socks at catch basins. These aren't nice-to-haves on a North Shore project. They're required, they're inspected, and the contractor is responsible for maintaining them throughout the excavation phase, not just installing them on day one. A cheap estimate often doesn't price this properly. You'll either pay for it in the job, or you'll pay for it in a stop-work order and remediation costs.

Stop-work orders and penalties: what actually happens

It's worth spelling out what a stop-work order actually means in practice, because contractors sometimes downplay the risk. In the District of North Vancouver, a bylaw enforcement officer can issue a stop-work order on the spot if they observe a violation: sediment leaving the site, excavation without a Soil Permit, grading that doesn't match the approved plan. The order is effective immediately. All work stops. Equipment stays where it is.

The fine for a first offence under the District's soil bylaw starts at $500 per day of violation, and it can escalate to $10,000 per day for repeat or willful violations. But the fine isn't the expensive part. The expensive part is the project sitting idle while your contractor prepares a remediation plan, submits it to the municipality, waits for approval, implements the corrective work, and requests reinspection. We've seen stop-work orders that idled a project for three to six weeks. When you're paying carrying costs on a construction mortgage and your subtrades are rescheduling around you, three weeks of dead time can cost $15,000 to $40,000 in indirect costs alone: on top of whatever the remediation itself costs.

The City of North Vancouver follows a similar enforcement model. They also have the authority to revoke a building permit entirely if drainage or sediment violations are severe enough, though that's rare. What's not rare is a project getting flagged for additional inspections after a violation. Once you're on the municipality's radar, every subsequent inspection gets extra scrutiny. That's not a position you want to be in.

The Lynn Valley and Deep Cove conditions aren't the same as Lonsdale

It's worth being specific about neighbourhoods, because the site conditions vary dramatically across the North Shore. Older homes in the Lynn Valley and Edgemont area often have drainage systems that predate current municipal standards: surface grading toward the house, undersized catch basins, clay-pipe connections that need replacement before new work can tie in. These discoveries happen during demo, not during estimating.

In Deep Cove and the Woodcroft area, steep lots and proximity to ravine corridors mean infiltration is almost never feasible and geotechnical input is often required before drainage design can be finalized. Near the historic Lonsdale corridor in the City, older lot patterns and back-lane configurations add complexity to where surface drainage can legally discharge. None of these conditions show up on a Google Maps satellite view, and none of them are free to resolve.

Properties near Mosquito Creek, Mackay Creek, or any of the smaller seasonal streams that run through North Vancouver residential areas face an additional layer: the Riparian Areas Protection Regulation. If your lot is within 30 metres of a fish-bearing stream (and many North Shore creeks qualify), you'll need a Qualified Environmental Professional assessment before the municipality will approve your drainage plan. How to read a drainage engineer's report

When your drainage engineer delivers a stormwater management plan, you'll get a document that's ten to twenty pages of technical language, calculations, and drawings. You don't need to understand all of it, but a few key numbers will tell you whether the plan is realistic for your lot.

Look for the "percolation rate" or "infiltration rate". This is measured in millimetres per hour and tells you how fast water moves through your soil. Anything above 15 mm/hr generally supports infiltration-based systems. Below that, and you're looking at detention or conveyance. Look for the "design storm". Most North Shore plans are designed to handle the 1-in-10-year storm event, which for this area means about 48 mm of rainfall in 24 hours. The report should show that the proposed system can handle that volume without overtopping or surcharging.

The site plan drawing in the report is the part most homeowners skip, but it's the most important page. It shows where the water goes: roof leaders, surface drains, subsurface pipes, detention tanks, discharge points. Trace the path of water from your roof to the property line and make sure it makes sense with what you know about your lot. If the plan shows infiltration on a part of your lot where you know water already pools in winter, that's a red flag worth raising before construction starts, not after.

What to ask before you sign anything

If you're getting quotes on a North Shore renovation or new build that involves any excavation, grading, or drainage work, a few direct questions will tell you quickly whether the contractor has done this work in this jurisdiction before. Ask them specifically: does this project require a Soil Permit, and have they included the application and compliance costs in the quote? Ask whether a Stormwater Management Plan is required and who is responsible for preparing it. Ask whether infiltration is feasible on your specific lot, and if not, what engineered alternative they're proposing and at what cost.

Ask about the geotechnical report: has one been done for the lot, and if not, when will it be ordered and who pays for it? Ask about perimeter drainage on any renovation project. Ask what their sediment control plan looks like during excavation, and whether maintenance of those controls is included in the contract price or billed as an extra.

A contractor who can answer those questions clearly and specifically (not vaguely or with 'we'll sort that out later') has probably done this before. One who hedges or promises to look into it is probably pricing you based on a flatter, easier lot somewhere else in the Lower Mainland. The North Shore is not a flat, easy lot. The work here rewards contractors who understand that upfront, and it punishes everyone else.
